The following policy was excerpted from the Mesa State College General Statements of Policy and Philosophy published in August 1997.


  Political Campaigning on Campus
The following is the official Mesa State College policy on political campaigning on campus: [Source: E-mail memo by President Kieft, January 1996.]

1. Use of College Facilities by Political Candidate and Ballot Initiative Groups
College policy requires that rental charges be assessed any political candidate or organization for the use of College facilities. There are only two means for acquiring the use of facilities free of charge: (1) for the individual or organization to be sponsored by either the Young Republicans or Young Democrats, the only two officially recognized and sanctioned student political organizations and (2) the individual or organization to be part of a regularly scheduled class where the topic being studied/discussed is political in nature and directly related to the discipline or field of study.

2. No Use of College Mail, Stationery or Logo Allowed for Political Campaign Purposes
As a state-supported institution, state law forbids the use of campus mail for the distribution of campaign literature. College stationery or use of the College name or logo for any purpose associated with political candidates or ballot initiatives is forbidden. The College also has policies regarding the unauthorized placement of lawn signs, posters, and other types of campaign materials. All such unauthorized material will be removed and discarded.

3. Coordination of On-Campus Appearances and Authorization to Place Materials
To ensure adherence to the non-partisan policy of the College, the Publicity Coordinator coordinates, for the College, the appearance on campus of any political candidate or representative of a ballot initiative group. Organizations, groups or individuals, acting on behalf of a political candidate or representative of a ballot initiative group, must obtain prior approval for the appearance from the Director of Public Information. This does not pertain to in-class guest appearances.

4. College Employee Involvement in Campaigning and Endorsement of Candidate and Ballot Initiatives
State law forbids any employee of the College from engaging in campaigning on behalf of any candidate or ballot initiative during working hours. In endorsing candidates or ballot initiatives, it must clearly be stated that the endorsement is not one of Mesa State College nor any department or office
