ANNOUNCEMENT OF POSITION VACANCY
Assistant Controller

The Assistant Controller is responsible to the Controller for the daily operation and supervision of accounts payable, employee and student payroll processes, and assists in the planning, organizing, staffing and budgeting functions of the units. Also serves as back-up for unit supervisors as needed.

RESPONSIBILITIES: Essential duties and responsibilities include, but are not limited to, the following:

Develops, maintains and controls the computerized payroll and accounts payable system. This involves the testing/developing and implementation of system upgrades to insure the integrity of the data/information. Analyzes and identifies system problems and works with system programmers to resolve the problems.

Supervises the payment of salaries/wages and fringe benefits. This includes base pay, supplemental benefits, overtime, shift differential, hourly payments and fringe benefits. Ensures the payment of benefit premiums to vendors and reconciliation of premium payments. Includes development of rule codes and reporting to ensure reconciliation of pre-established controls with system-generated output. Provides audit of system outputs to verify output data/information.

Maintains and controls the withholding of federal, state and Medicare tax. Interprets the federal/state guidelines to ensure compliance with laws and fiscal rules. Prepares and reports the withholding on monthly, quarterly and year-end basis. This involves ordering documents, reconciling accounting data, printing documents and filing appropriate forms, as well as incorporating changes into the system.

Develops and maintains the sub-system to support the reporting and transmission of data/information from the payroll operation which includes the direct deposit system, Colorado Personnel Payroll System (CPPS), insurance/fringe benefits, and retirement plans. Updates all changes in deductions and earn codes.

Supervises and ensures compliance with rules and policies related to travel expense, general purchasing and accounts payable procedures. Conducts training on campus relating to travel and expense reporting. Accumulates data and prepares year-end 1099s.

Assists the Controller with fiscal year-end processing and the preparation of financial statements. Prepares and files quarterly tax and unemployment insurance reports. Verifies new enployees' social security numbers using the SSA-EVS system. Prepares W2 and 1099 forms.

Supervises the reallocation of procurement card purchases and conducts annual procurement card audits to ensure compliance with state fiscal rules.

Directly manages four employees in Payroll and Accounts Payable. Responsible for the overall direction, coordination and evaluation of these units. Supervisory responsibilities include interviewing, recommending hiring, training employees, planning, assigning and directing work, appraising performance, recommending employee discipline, addressing complaints and resolving problems.

EDUCATION & EXPERIENCE: Earned Bachelor's degree in Accounting or Business Administration with an accounting emphasis from an accredited four-year college or university, plus a minimum of two years experience in a related field, or an Associate's degree in accounting plus four years of closely related experience are required. A master's or advanced degree in accounting or related field is preferred. Supervision/management of accounting staff, accounting or auditing experience with colleges, universities, and/or the State of Colorado, experience with Banner (the College's information system), and CPA experience preferred.

TYPE OF APPOINTMENT: Full-time, administrative appointment.

SALARY: $50,000 - $55,000/year, commensurate with qualifications. Excellent health and retirement benefits package.
